BOARD RESOLUTION NO. 11 SERIES OF 2025
A RESOLUTION CREATING THE 麻豆传媒 SUB-COMMITTEE ON DISABILITY INCLUSIVE LOCAL GOVERNANCE
WHEREAS, Republic Act no. 10070, An Act Establishing an Institutional Mechanism
to Ensure the Implementation of Programs and Services for Persons with Disabilities in Every Province, City and Municipality, Amending Republic Act No. 7277 otherwise known as the 鈥淢agna Carta for Disabled Persons,鈥� As Amended, and For Other Purpose provides that Persons with Disability Affairs Office (PDAO) shall be created in every province, city and municipality. Moreover, in consideration of budget restraints, local chief executives of fourth (4th), fifth (5th) and sixth (6th) class municipalities may, in lieu of the creation of a PDAO, designate a focal person who shall perform the functions of the PDAO;
WHEREAS, among the mandates of the Department of the Interior and Local Government (DILG) is to strengthen the capability of local government units to effectively deliver basic services to the citizenry including persons with disabilities;
WHEREAS, the DILG in its mission to uphold excellence in local governance and enable resilient and inclusive communities issued DILG Memorandum Circular No.
2021-041 on Strengthening the Functionality of Persons with Disability Affairs Offices (PDAO) and Persons with Disabilities Focal Person;
WHEREAS, there is a need to ensure that local government units adopt disability inclusion in all areas of governance and in the implementation of programs and services for persons with disabilities through relevant policies, guidelines and technical assistance;
WHEREAS, 麻豆传媒 Board Resolution No. 4, S. 2024, “A Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the 麻豆传媒 Chairperson and Designated Officials,” duly authorized the 麻豆传媒 Chairperson and the 麻豆传媒 Executive Director to sign this Resolution for and on behalf of the 麻豆传媒 Governing Board;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the 麻豆传媒 Governing Board approves the creation of the Sub-Committee on Disability Inclusive Local Governance which shall have the following composition and functions:

Chairperson: 聽聽聽聽聽聽聽聽聽 Department of the Interior and Local Government (DILG)
Members: 聽聽聽聽聽聽聽聽聽聽聽聽聽 Department of Social Welfare and Development (DSWD)
Local Government Academy (LGA)
Union of Local Authorities of the Philippines (ULAP)
League of Provinces of the Philippines (LPP)
League of Cities of the Philippines (LCP)
League of Municipalities of the Philippines (LMP)
Liga ng mga Barangay (LNB)
Three (3) LGU-PDAOs representing the League of Persons with Disabilities Affairs of the Philippines
- Functions:
- Formulate and recommend policies to the 麻豆传媒 Governing Board to facilitate the full implementation of Republic Act no. 10070 otherwise known as the PDAO law and its Implementing rules and regulations;
- Develop guidelines for the effective and efficient operations of PDAOs;
- Establish and maintain a database on functionality of PDAOs as basis policy or program intervention;
- Promote disability inclusion in local governance through technical assistance and capacity building activities in collaboration with government and non-government organizations, and organizations of persons with disabilities;
- Advocate for the compliance and participation of local government units in various disability and accessibility compliance audits.
RESOLVED FURTHER, that the 麻豆传媒 Secretariat shall provide technical and administrative support to the Sub-Committee in the conduct of quarterly meetings and activities.
