I shared the newspaper sheet to my officemate who has a kid needed to be helped.

I just want to know if my brother who is already 46 yrs old, can avail this benefit? He is mute and he never had the chance to study. Our parents are both dead. My brother stays with me. I am single and works for my mute brother and my other sisters. I am glad that the government has this program for the disabled. Please help me.
