The “77th Dia de Zamboanga” with the theme “Build Back Better Zamboanga,” at Zamboangueños Achievers Night at Centro Latino, Paseo del Mar this city last February 25 awards Mr.Teddy M. Kahil as the Person with Disabilities (PWDs) achievers.

Kahil, the first ever Mindanaoan’s who got the highest Filipino PWD Award as the 2013 Apolinario Mabini Awards- PWD of the Year in a timely rites at Malacañang with no less than President Benigno Aquino III.
Kahil start to rebuild after the unexpected destiny in 1995 that suddenly changed his life when he woke up with clouding eyesight. In1999, he completely lost his vision due to “uviatis and optic atrophy”. It took him three years to finally accept a ‘life in darkness’. Despite that, he resolved that he should not be left behind even in such condition. He continues to invite other disabled Zamboangeños have equal opportunity to earn decent income that gives same hope and dignity with other PWDs not only in this city but for the Mindanao wide that branded him as “The Father of PWD’s in Mindanao.”

At this point in time Kahil is now monitoring all existing PWD’s laws to be fully implement locally especially here in our city as we are belong in a highly urbanized city. He also encouraging to all PWDs with opportunities to fully develop and utilize their abilities by making them realizing the daylight of their full potential and effective social and economic participation on an equal basis with others.

July 15 – the PWD leaders joined the Flag Raising Ceremony at the City
Hall and presented a dance number by DAWN ladies entitled “ La
dz”.

July 16 – “ KAPIHAN sa PIA” – a Press Conference was conducted at the
PIA Office which was joined in by no less than the director of
TESDA, the assistant director of DPWH, the focal person of
DSWD and some PWD leaders where some leading issues and
concerns of the sector were tackled.

July 17 – Motorcade around the city was well attended by Government Line
Agencies, students from the different colleges and universities, as
well as the different Special Education Centers in the city.
Several PWD organizations likewise joined with the RTA and the
50 motor units of the CARANCHO paving the way ending at
Limketkai Center.

July 17 – the Holy Mass then followed at the Limketkai Center Rotonda
and the Opening Program commenced thereafter with some 650
PWD participants who came from the different SPED Centers,
PWD organizations in the city. This is where the fund support
of the GLAs necessitate – feeding some 650 people is a
headache… but we were able to feed them all and the program
continued till 5:00 in the afternoon showcasing different PWD
talents.

July 17 – Launching of the “Urban and Rural Organic Vegetable Gardening
for PWDs Contest”, a joint project of the City Government, City
Agriculture Department, City Social Welfare Office, DA-ATI and
CAFEDPA. Awarding of prizes will be done on December 3, in
celebration of the International Day for Persons with Disabilities.

July 18 – TV Guesting at PAMAHAW ESPESYAL, a local TV show in the
city, to advocate the week-long celebration together with some
PWD leaders and a representative from the City Social Welfare
Office who announced the joint project on “ Urban and Rural
Organic Vegetable Gardening for PWDs Contest”.

July 18 – “ Pre-Membership Education Seminar” was conducted at the City
Tourism Hall for the Cagayan de Oro Persons with Disabilities’
Producers Cooperative (CdO PWD PCo) members and would be
members. Almost a hundred participants came and became
members thereafter. It was presented by the CID personnel.

July 18 & 19 – Accessibility Audits were conducted with reference to the
Universal Design on July 18 at the different hotels and
establishments in the city and on July 19 at the Laguindingan
Airport together with the representatives from DPWH and some
PWD leaders – Mr. Jerry Bass (on wheelchair), Dr. Enrique Ampo
(on wheelchair) and Melagros M. Maquiling (on wheelchair, too).
Some establishments were found to be compliant and partially
compliant. The Laguindingan Airport was found to be compliant,
too. However, we suggested that a facility for Changing Diapers
be added.

July 20 – a “Symposium on PWD Sensitivity” was held at the Pilgrim
Christian College Auditorium/AVR which was participated in by
more than a hundred students from Xavier University, Liceo de
Cagayan University, Mindanao University of Science and
Technology and Pilgrim Christian College. Speakers were from
the Philippine Service of Mercy Foundation, Inc., Philippine Mental
Health Association, as well as some PWD leaders in the city :
Dr. Enrique A. Ampo – SCI, Rolando G. Damaolao – Blind, Hazel
D. Bual – Deaf, and Melagros M. Maquiling – Polio.

July 22-23 – Sports Festival and Variety Show were re-scheduled to August
due to the funding constraint of the City Government (transition
period) who usually sponsors the said activities.

July 25 – “ Orientation on Health and Safety at the Workplace for PWDs”
was sponsored by DOLE held at the De Luxe Hotel with some 30
PWD leaders as participants.

All through out the week-long activities, we never caught sight of any DOJ personnel despite our efforts of notifying them of their
responsibilities being the lead agency of this year’s celebration.
