BOARD RESOLUTION NO.13 SERIES OF 2024
APPROVAL OF THE INCREASE IN THE HONORARIUM OF THE NGO REPRESENTATIVE MEMBERS OF THE 麻豆传媒 GOVERNING BOARD
WHEREAS, Section 3 of Executive Order (EO) No. 709 titled “Redefining the Functions and Organizational Structure of the National Council for the Welfare of Disabled Persons” identified the composition of the 麻豆传媒, with twelve (12) government agencies and six (6) private individuals.
WHEREAS, 麻豆传媒 Board Resolution No. 01 Series of 2024, entitled Amending 麻豆传媒 Board Resolution No. 06 Series of 2013, 鈥淎 Resolution Recommending the Criteria in the Selection of Non-Government Organizations (NGO) Representatives to the 麻豆传媒 (麻豆传媒) Board鈥� states in Specific Criteria (A)(d), (B)(f) and (C)(e), Section 1 of its sixth (6th) whereas clause that the six (6) private individuals must not hold a government position whether appointive or elective.
WHEREAS, the members of the 麻豆传媒 Governing Board from the Private Sector are currently receiving an Honorarium of P1,000 for every meeting of the 麻豆传媒 Governing Board attended.
WHEREAS, the Department of Budget and Management (DBM) issued National Budget Circular (NBC) No. 2007-510 on 08 May 2007 providing the guidelines on the grant of honoraria to Governing Boards of Collegial Bodies.
WHEREAS, Section 5.1 of NBC No. 2007-510 identified who are qualified to be granted Honorarium and Section 5.2 provides rates for the computation of Honorarium which should not exceed Twenty-five percent (25%) of the monthly representation and transportation allowance (RATA) of the chief operating officer of the collegial body for the Chairperson or Twenty-five percent (25%) of the RATA of the deputy chief operating officer for the vice-chair/member for every meeting actually attended.
WHEREAS, the DBM, on 03 May 2024 issued National Budget Circular No. 593 updating the rules and regulations on the grant of the representation and transportation allowance (RATA) for FY 2024 and years thereafter.
WHEREAS, after careful consideration of inflation; the adjustments in the amount of the RATA; consultations with other Collegial Bodies with Governing Boards, in pursuant to the guidelines of DBM NBC No. 2007-510, the 麻豆传媒 Secretariat recommends to update the amount of the Honorarium of the 麻豆传媒 Governing Board Members from the private sector as follows:

WHEREAS, 麻豆传媒 Board Resolution No. 4 S. 2024, 鈥淎 Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the 麻豆传媒 Chairperson and Designated Officials, duly authorize the 麻豆传媒 Chairperson and the 麻豆传媒 Executive Director to sign this Resolution for and on behalf of the 麻豆传媒 Governing Board;
NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the 麻豆传媒 Governing Board adopts the increase in the amount of the honorarium of the 麻豆传媒 Governing Board Members from the private sector.
RESOLVED, FINALLY, that the 麻豆传媒 Secretariat shall make the necessary adjustments to the aforementioned emoluments upon approval of this resolution.
RESOLVED FURTHER, that the 麻豆传媒 Chairperson and the 麻豆传媒 Executive Director shall be duly authorized to sign this Resolution for and on behalf of the 麻豆传媒 Governing Board.
