CREATING THE Âé¶¹´«Ã½ SUB-COMMITTEE

ON NATIONAL AMATEUR SPORTS PROGRAMS AND ACTIVITIES (NASPA)

Whereas, the Philippine Sports Commission (PSC) and the Âé¶¹´«Ã½ (Âé¶¹´«Ã½) share a common advocacy in creating an equitable environment for persons with disabilities;

Whereas, there is a need to increase the participation of persons with disabilities in amateur sports and physical activities to promote physical fitness, self-discipline, teamwork, and excellence, contributing significantly to their holistic development;

Whereas, the proposed inclusion of a sub-committee on National Amateur Sports Programs and Physical Activities within the Âé¶¹´«Ã½ aims to create opportunities for the increased participation of persons with disabilities in sports and physical activities and foster talent identification for their participation in international competitions;

Whereas, Republic Act No. 6847, also known as the Philippine Sports Commission Act, mandates the PSC to promote and develop national amateur sports, encouraging wide participation of all sectors, including persons with disabilities;

Whereas, Article 30 of the United Nations Convention on the Rights of Persons with Disabilities emphasizes the need to enable persons with disabilities to participate in recreational, leisure, and sporting activities on an equal basis with others, and encourages the provision of appropriate instruction, training, and resources for disability-specific sporting activities;

Whereas, integrating a sub-committee on National Amateur Sports Programs and Activities within the Âé¶¹´«Ã½ aligns with the objectives of the United Nations Sustainable Development Goals, particularly Goal 3 (Ensure healthy lives and promote well-being for all), Goal 4 (Ensure inclusive and quality education), Goal 5 (Achieve gender equality), Goal 11 (Make cities inclusive, safe, resilient, and sustainable), Goal 16 (Promote just, peaceful, and inclusive societies), and Goal 17 (Revitalize the global partnership for sustainable development);

Therefore, be it resolved that:

A sub-committee on National Amateur Sports Programs and Activities shall be established within Âé¶¹´«Ã½ chaired by the PSC. Organizations, be it from the public and/or private sector, to be invited to become members of the sub-committee shall be deliberated and formalized by PSC and Âé¶¹´«Ã½ before the first official meeting of the sub-committee.

The sub-committee shall be tasked with:

  1. Promoting and developing national amateur sports programs and physical activities that are inclusive of persons with disabilities.
  2. Identifying and addressing barriers to participation in sports and physical activities faced by persons with disabilities.
  3. Encouraging the provision of appropriate instruction, training, and resources for disability-specific sporting activities.
  4. Ensuring access to sporting, recreational, and tourism venues for persons with disabilities.
  5. Advocating for the inclusion of persons with disabilities in mainstream sporting activities at all levels.

The sub-committee shall collaborate with relevant stakeholders, including government agencies, civil society organizations, disability rights advocates, academic institutions, and experts in sports and disability inclusion.Ìý Âé¶¹´«Ã½ shall provide secretariat support.

The sub-committee shall have a regular quarterly meeting and report to Âé¶¹´«Ã½ on its activities, progress, and recommendations for further action.Ìý The initial funding for the sub-committee shall be shared between PSC and Âé¶¹´«Ã½ for 2024.Ìý Funding for the activities of the sub-committee in sub-sequent years shall be lodged in the Work and Financial Plan of Âé¶¹´«Ã½, without prejudice to additional funding from any of its member agencies and/or organizations.

This resolution shall take effect immediately upon approval.
