NATIONAL COUNCIL ON DISABILITY AFFAIRS
BOARD RESOLUTION NO. 1 SERIES OF 2025
RESOLUTION REORGANIZING THE SUB-COMMITTEE ON ACCESSIBILITY ON BUILT ENVIRONMENT AND TRANSPORTATION
WHEREAS, Section 6 of Executive Order No 709 series of 2008 enumerated the Sub-Committees of the 麻豆传媒 Governing Board which includes the Sub-Committee on Accessibility on Built Environment and Transportation (SCABET) and shall be chaired by the Department of Public Works and Highways (DPWH);
WHEREAS, among the activities of SCABET include the formulation of plans and policies on accessibility for persons with disabilities; monitor, advocate and provide technical assistance in the implementation of Batas Pambansa Blg. 344 and its Implementing rules and regulations;
WHEREAS, the Committee recognizes the need to review and enhance current composition by including organizations whose mandate or mission can contribute to fulfilling its objectives and functions;
WHEREAS, the 麻豆传媒 Governing Board during the 4th Quarter meeting held on November 28, 2024, recommended to create different Technical Working Groups (TWG) under SCABET to discuss accessibility concerns in transportation sectors;
WHEREFORE, the Department of Transportation will organize a TWG for each of the following sectors namely land (rail and road), air and maritime to facilitate their participation in policy development to promote accessibility of transportation systems.
WHEREAS,聽麻豆传媒 Board Resolution No. 4 S. 2024, 鈥淎 Resolution Delegating Approval of Succeeding Council Resolutions and/or its Equivalent to the 麻豆传媒 Chairperson and Designated Officials鈥�, duly authorized the 麻豆传媒 Chairperson and the 麻豆传媒 Executive Director to sign this Resolution for and on behalf of the 麻豆传媒 Governing Board.
NOW THEREFORE, RESOLVED, as it is HEREBY RESOLVED, upon the recommendation of the Sub-Committee on Accessibility on Built Environment and Transportation, the 麻豆传媒 Governing Board adopts the composition and functions of the Committee including the technical working groups:
Composition:
- Department of Public Works and Highways – Chairperson
- Department of Transportation – Vice Chairperson (Government)
- Department of Tourism
- Department of the Interior and Local Government
- Department of Education
- Department of Human Settlements and Urban Development
- Land Transportation Franchising and Regulatory Board
- Civil Aviation Authority of the Philippines
- Civil Aeronautics Board
- Philippine Ports Authority
- Maritime Industry Authority
- Light Rail Transport Authority
- Metro Manila Development Authority
- United Architects of the Philippines – Vice-Chairperson (Private)
- Life Haven for Independent Living
- Tahanang Walang Hagdan Inc.
- League of PDAO of the Philippines Incorporated
Functions:
- Formulate and recommend policies to the 麻豆传媒 Governing Board to facilitate the full implementation of Batas Pambansa Blg. 344 and its Implementing rules and regulations
- Monitor and establish database on the implementation of Batas Pambansa Blg. 344 and identify gaps that require policy or program intervention
- Coordinate with concerned government and non-government organizations the conduct of access audits to public buildings and private establishments and facilities for public use
- Provide technical assistance to organizations in complying with Batas Pambansa Blg.
There shall be three (3) Technical Working Groups to be organized under the SCABET namely for Land (rail and road), air and maritime sectors whose composition shall be determined by the DOTr. The TWG shall discuss specific concerns relative to their respective mandates and recommend policy or program to SCABET for deliberation, approval and or endorsement to the 麻豆传媒 Governing Board for adoption.
