Diokno. A man need to be seen as a unique human being is strong in all of us. But those with disabilities are often not given the chance to make themselves the human beings that they are and can be. Once their disability is noticed, they are labeled according to the prejudices of the observer. Largely excluded from civil and political processes, they are voiceless in matters that affect them and their society. Experience shows that when persons with disabilities are empowered to participate and lead in the process of development, their involvement creates opportunities for everyone with or without a disability. The United Nations Convention on the Rights of Persons with Disabilities, which is both a human rights treaty and a development tool, provides an opportunity to strengthen developmental policies related to the implementation of internationally agreed development goals, such as the Millennium Development Goals (MDGs), thereby contributing to the realization of a society for all in the twenty-first century. To strengthen the advocacy efforts in promoting their rights as provided for under various mandates and statutes with the prospective stakeholders, duty bearers and claimholders, disability events and activities are being organized by the 鶹ý (鶹ý) to increase public awareness. The activities in such disability events are highlighted in significant occasions. In this particular instance, it will be highlighted during the celebration of the 34th National Disability Prevention and Rehabilitation (NDPR) Week on July 17-23 this year whereby the governments efforts towards the promotion of  HYPERLINK "http://www.ilo.org/global/topics/skills-knowledge-and-employability/disability-and-work/lang--en/index.htm" \t "" skills development and employment opportunities for persons with disabilities based on the principles of equal opportunity, equal treatment, and integration into the community will be showcased. In order to highlight the nations efforts towards the realization of all inalienable rights of persons with disabilities as mandated under Republic Act No. 7277 otherwise known as the Magna Carta for Persons with Disabilities, as amended, and UNCRPD, there is a re-affirmation of the universality, indivisibility, interdependence and interrelatedness of all human rights and fundamental freedoms of persons with disabilities for their full enjoyment without discrimination. LEGAL FRAMEWORKS OF NDPR WEEK CELEBRATION As a State policy enshrined in Proclamation No. 1870 (1979), as amended by Proclamation No. 361 (2000) and Administrative Order No. 35 (2002), NDPR Week is being commemorated annually every July 17-23, that aims primarily to stimulate public awareness on the issues and problems of disability, thereby encouraging every citizen of the country to take active responsibility in the upliftment of the economic and social conditions of PWDs of our society. It culminates on the birthdate of Apolinario Mabini, the Sublime Paralytic, whose bravery and heroic acts during the Philippine Revolution of 1896 has greatly influenced his compatriots in fighting against the tyrants who ruled the Philippines despite his disability. Thus, the declaration has been proclaimed also in his honor as an outstanding icon of PWDs. Now on its thirty-fourth year of commemoration, the NDPR Week celebration has greatly influenced various stakeholders in both the government and private sectors including civil society organizations and the sector of persons with disabilities itself. On the part of the government, it re-affirmed its support to the sector when Proclamation No. 361 was issued in August 2000 by then President Joseph E. Estrada. It amends Proclamation No. 1870 issued in June 22, 1978 by then President Ferdinand E. Marcos. In furtherance of the re-affirmation of support to persons with disabilities in the country, Administrative Order No. 35 was issued in May 3, 2002 by President Gloria Macapagal-Arroyo directing all heads of departments, bureaus, agencies, government-owned and/or controlled corporations (GOCCs), State universities/Colleges and schools, and other government agencies/instrumentalities to promote and conduct relevant activities in the annual celebration of the National Disability Prevention and Rehabilitation Week.... Moreover, it requires the mass media and the entire citizenry to extend their wholehearted support and cooperation by conducting specific programs for the celebration. Most significantly, the Administrative Order directs all government agencies to allocate an amount equivalent to but not less than one percent (1%) of their total budget for the year as stipulated in the General Appropriations Act. The Administrative Order repealed and modified accordingly previous issuances related to the celebration of NDPR Week. OBJECTIVES The observance of NDPR Week has multi-faceted objectives as follows: To stimulate public awareness on disability issues and concerns that will strengthen the involvement of the different government and non-governmental organizations including cause-oriented groups, civil society, self-help groups of persons with disabilities, the academe, professional groups and societies, local government units, business sector, the media and other entities of the society; To serve as the vehicle of information for programs being implemented by government agencies and organizations of and for persons with disabilities that adhere to the promotion of the inherent rights and issues of persons with disabilities; To encourage every Filipino citizen to take active responsibility in the upliftment of the economic and social conditions of persons with disabilities in our society, thereby encouraging them to take pro-active roles in nation-building; To generate full media support on the celebration and other disability-related issues and concerns that affect persons with disabilities and their families; and To develop and strengthen cooperation and partnership between and among the various sectors of the Philippine society for better understanding of disability issues and concerns. LEAD AGENCY AND HOST OF THE CELEBRATION As a turning moment for this years celebration, the Department of Labor and Employment will Chair the National Working Committee (NWC) that was created and organized by the 鶹ý (鶹ý). As Chairperson, DOLE shall be the overall administrator and coordinator of all activities to be undertaken before, during and after the weeklong celebration that includes presiding over all meetings to plan and prepare for the activities for the weeklong celebration. The 鶹ý will serve as the Secretariat of the NWC. THEME OF THE CELEBRATION In order to highlight this years NDPR Week celebration, the theme Mainstreaming Persons with Disabilities in Economic Development is adopted. The theme was conceptualized to contribute and promote the full employment of persons with disabilities and to tackle barriers and gaps, facilitate stakeholders cooperation, develop innovative approaches and support human rights-based initiatives for the economic development of persons with disabilities. SCOPE AND COVERAGE OF THE CELEBRATION The NDPR Week shall be celebrated nationwide by partner agencies and other stakeholders including self-help organizations of persons with disabilities from the national down to the local levels. At the national level, the activities will be conducted in Metropolitan Manila areas by 鶹ý in partnership with national government agencies and local government units comprising the National Capital Region. Non-government organizations based in Metro Manila with national scope of operations shall also be enjoined to conduct fitting activities. At the regional and sub-regional levels, government agencies and non-government organizations with regional scope of operations shall likewise conduct their own activities in coordination with the local government units in their respective territorial jurisdictions. Cities with original charters may opt to choose their participation in any level mentioned above. Media networks and practitioners will be tapped to promote the celebration through the broadcast and print channels. Guestings of 鶹ý officials in broadcast networks will be facilitated and press releases will be prepared that will be syndicated in the print media. Media crew will also be invited to cover the activities that will be conducted in specified venues. On the other hand, streamers with prescribed texts will be hanged in conspicuous places of public offices, plazas, schools, provincial capitols, city/municipal/barangay halls, hospitals and in venues where the activities are currently held. For purposes of uniformity, a white cloth and/or tarpaulin streamer with a blue background, specific dimensions and text prescribed hereunder shall be strictly observed and followed.
