ࡱ> { ybjbjBrBr =    <<8L4T$!$!:!:!:!$$$;======$na.#@#"..a<<:!:!l&TTT.* <R:!8:!;T.;TT":!1z8N'<T18M88( $2:'HT)V+g$$$aaO`$$$T....8$$$$$$$$$ :    * NATIONAL COUNCIL ON DISABILITY AFFAIRS ACCOMPLISHMENT REPORT January to November 15, 2009 The following undertakings highlighted the 鶹ý accomplishments for the period January 2009 to November 15, 2009 based on the UN-Millennium Development Goals, UN-Convention on the Rights of Persons with Disabilities (CRPD), Medium Term Philippine Development Plan and the 10-Point Agenda of President Gloria Macapagal-Arroyo: POLICY FORMULATION % Formulation of the National Human Rights Action Plan (NHRAP)-CRPD through the conduct of one-day Orientations/Area Consultations with duty bearers and claim holders in fifteen (15) regions and six (6) clusters, respectively. The result is the identification of four (4) priority human rights agenda, thematic objectives, treaty indicators, performance targets, program of action and others. The launching will be on December 10, 2009 during the 61st anniversary of the Universal Declaration of Human Rights (UNHR) which will be attended by both the Executive, Legislative and Judiciary Branches of the government to get their commitment and support. % Conduct of the 1st National Disability Summit (NDS) on September 24-25, 2009 at the Manila Pavilion Hotel, UN Avenue, Manila. It brought together government agencies or the  duty-bearers and persons with disabilities (PWDs) or the  claimholders from the broad spectrum of the society to raise their level of awareness on disability, take stock of the current state of practice of government entities on disability issues and trends using rights-based approach. It built on the gains of ongoing efforts at the national and regional levels to formulate the NHRAP. Furthermore, the Summit set-up institutional arrangements to firm up the role of government and concerned agencies for more effective and efficient response to the PWD concerns The following action recommendations surfaced from the 2-day Summit: % Strengthen and enrich NCDA s role and capacity in developing comprehensive disability profile/situationer that takes into account individuals interaction with their immediate environment (e.g. State of Disability in the Philippines report). Build on ongoing initiatives of the DOH on the International Classification of Function; % Firm up NCDA s leading role in encouraging participation in local initiatives on disability inclusive development, particularly in documenting good practices (e.g. Iloilo example of support for education of children with disabilities) that has the potential for scaling-up and expansion to other areas; % In close partnership with the Department of Trade and Industry (DTI), NCDA may consider supporting targeted product and enterprise development initiatives at local level (e.g. one town, one product) ; % Strengthen NCDA s partnerships and collaboration with academic institutions and professional organizations for research and analysis (e.g. National Center for Transport Studies and Philippine Institute for Environmental Planners for Accessibility); % Enrich 鶹ýs initiatives in widening partnerships with faith-based groups and form inter-faith partnerships through existing groups like the Assembly of the Daruf Ifta of the Philippines, Bishops-Ulama Conference of the Philippines, and the like; % Revitalize NCDA s emerging partnerships with bilateral agencies such as AusAid, the United States Agency for International Development (USAID) and multilateral agencies such as the United Nations Development Programme (UNDP) in promoting initiatives that make development assistance disability inclusive ; % In close partnership with the Department of Education (DepEd), NCDA may explore conceptual agreement on inclusive education involving multi-stakeholder groups through the NCDA Sub-Committee on Education; % Working with other government agencies, NCDA may initiate review of DTI model on Mainstreaming for possible adoption of the following government agencies: National Economic and Development Authority, Department of Labor and Employment, Department of Health, Department of Public Works and Highways, Department of Transportation and Communications, and Department of Education; % NCDA may also consider nominating DTI as Co-Chair of NCDA sub-committee for Employment and Livelihood since the DTI has a good working model in inclusive livelihood programs; % NCDA may consider nominating NDS participants for official membership into NCDA Sub-Committees on Accessibility, Health, Education and Livelihood; % NCDA may consider establishing and institutionalizing focus working groups (NDS core group) to provide detail on and to pursue action on the NDS recommendations; % In close partnership with the Department of Social Welfare and Development, 鶹ý may consider cascading the NDS into key regions in the country to involve more local players (e.g. local chief executives, local DPOs, local service providers, regional line agencies) in the consultations. % Convening of the NCDA Executive Committee and Governing Board which resulted to the adoption of the following substantive policies: % Guidelines for the Computerization of the Issuance of identification Cards for the Twenty (20%) Percent Discount pursuant to RA No. 9442 thru the DOH Website for the Establishment of the Disability Integrated Data System % Constituting a Steering Committee to Spearhead the Preparation, Conduct and Organization of the 2nd Asia-Pacific Community-Based Rehabilitation Congress in 2011; % Approval of the conduct of the 1st National Disability Summit to take stock of the current state of practice and indicators in disability and inclusive development in the Philippines, to formulate a Framework for Planning to operationalize the NHRAP and to set up an institutional arrangement that will firm up the role of NCDA and concerned agencies for more effective and efficient response to the concerns of PWDs. % Supporting the implementation of the 鶹ý Secretariats Moral Renewal Action Plan pursuant to Administrative Order No. 255 and Directing the Secretariat to submit report on the MRAP Implementation to the Presidential Anti-Graft Commission; % Commending the DOTC Task Force on Accessibility for attending to the complaint of a passenger with visual impairment against the abuse of a taxi driver which resulted to the cancellation of the franchise of the taxi company and Mr. Julius Bote, , an MRT Driver, for his inspiring and exemplary performance in taking the time out to assist a passenger with visual impairment to get on and off the MRT cauch in Shaw Boulevard-Cubao Stations % Designating the College of Architecture and Fine Arts of the University of San Carlos as the Official Committee to Create the Graphical Details and Illustrations of the Amendment of the Implementing Rules and Regulations of BP Blg. 344 and the Additional Accessibility Provisions on Building, Transportation and Urban Planning; (L-R) Board Meetings held in TESDA and DOH % Conduct of Dialogues/Meetings with the Department of Public Works and Highways, Department of Health, Technical Education and Skills Development Authority, Department of Transportation and Communications, Department of the Interior and Local Government, Department of Education, Presidential Management Staff , Department of Labor and Employment and Kapisanan ng mga Brodkasters sa Pilipinas. These resulted to the following accomplishments/ongoing undertakings: % Organization of the DPWH Committee on Accessibility composed of focal persons from all Regional/District offices nationwide. The Committee, which includes representatives of PWD Organizations, focuses on the implementation and monitoring compliance of the Accessibility Law % Construction of a ramp at the corner of Don Antonio Drive, Commonwealth Avenue and the curb cut-out at Petron Gasoline Stations by DPWH % Ongoing planning by DPWH for the construction of Accessible Ramp on both sides of the existing Footbridge fronting Ever Gotesco Mall along Commonwealth Avenue. Estimated project cost is P5.3 million. % Conduct of Regional Access Trainings/Seminars to discuss as part of the activity the use of the 1% provision in the General Appropriations Act for programs/projects for older persons and PWDs, with a resource person from NCDA % Dissemination of information on TESDA s available training/scholarships such as the  Pangulong Gloria Scholarship and  Private Education Students Financial Assistance Program which could be availed of by PWDs % Revitalization of the Department of Education s programs on inclusive education and the incorporation of accessibility features in the school buildings nationwide. % Issuance of DILG Memorandum Circular No. 2009-129 dated September 9, 2009 to all Provincial Governors, City/Municipal Mayors, Barangay Captains, DILG Regional Directors and other concerned on the  Compliance with the Issuance of Identification Cards and Purchase Booklets for PWDs % Dissemination of information campaign of NCDA through a string of media guestings % Implementation of the  Web Registry of Persons with Disabilities , with DOH at the helm % Activation of the Sub-Committee on Health which will handle the following concerns: (1) Institutionalization of DOH Health Programs in the LGUs and other stakeholders, (2) Synchronization of AKAP-Pinoys Registry fro PWDs and DOH Web-Registry of PWDs, (3) Development of advocacy materials/tools for the Web Registry, (4) Inclusion of 20% discount on assistive devices and professional fees in the in the Philhealth benefits of PWDs implementation on the provision of 20% discount on medicines to concerned drugstores, and (5) Conduct of joint information campaign by DOH and 鶹ý on Disability Prevention, Early Detection and Intervention and Rehabilitation and Inclusion of specific disability program in the DOH matrix. % Inventory and documentation of LGUs  good practices by DILG. This will redound to the giving of awards to PWD-Friendly LGUs % Conduct of advocacy campaign by DILG, in coordination with NCDA, on LGUs good practices and the implementation of RA No. 9442 with the LGU Leagues (LCP and LMP) specifically on the issuance of PWD- IDs, registration system, integration of PWD concerns to planning and budgeting, and other PWD concerns specially during their national conventions % Collaborative arrangement with PMS Social Policy Office to help NCDA enhance the performance of its functions % Regular attendance of PMS representative to the Council s Executive Committee and Board Meetings % Adoption of some recommendations regarding the  Medical Rationale of Accessibility and possible designs for accessible public transportation (bus, airplane and LRT) by the DOTC Task Force on Accessibility. This is pending the approval of the Task Force s work and financial plan for 2010. % Reconstitution of the Sub-Committee on Training, Employment and Livelihood to be chaired by Assistant Secretary Ma. Teresa A. Soriano of DOLE. The organizational meeting will be scheduled in December 2009 to discuss their plan for 2010 onward. % DOLE s reiteration to its Regional/Field Directors the issuance of the Certification that a PWD is employed to entitle employers to an additional deduction from their gross income equivalent to 25% of the total amount paid as salaries and wages to persons with disabilities. This is pursuant to Section 8 Chapter 1 Employment of the Magna Carta for Persons with Disabilities. % DOLE and NCDA will have Region X (Opol, Misamis Oriental) and Region XI (New Lucena, Iloilo) as pilot sites of the  Kabuhayan Starter Kit to highlight the PWDs entrepreneurship skills and create employment in the community. DOLE will issue a memorandum to its Regional Directors to require them to fund at least one PWD project per region next year. % Conduct of the 1st Joint Coordinating Committee (JCC) Meeting of the Non- Handicapping Environment (NHE) Project on October 21, 2009 at the 鶹ý Board Room with officials and representatives of JICA and other member agencies involved on the 鶹ý-JICA NHE project. The JCC meeting resulted to the support and commitment of DSWD, DPWH, DOH and UAP for the successful implementation of the project. The projects pioneering LGUs are New Lucena and Opol Municipalities. ADVOCACY % Generation of positive public awareness on discriminating attitude on PWDs and coordinated with different organizations to steer consciousness and support on disability-related concerns through the conduct of the following undertakings: % 31st National Disability Prevention and Rehabilitation Week on July 17-21, 2009 with the Department of Trade and Industry as chair. The observance of the Week stimulated public awareness and support on disability issues and concerns that strengthened the involvement of the different government and non-government organizations including PWDs themselves and the media. This years celebration has Tungo sa Katuparan ng Karapatan ng Maykapansanan as theme. The different NDPR Week activities conducted were as follows : % Wreath Laying and Holy Mass Celebration on July 17 in PUP, Manila. % Launching of  The Heart of SM Malls on July 17 in SM North Skydome % Trade Fair, Exhibit and entrepreneurship and Capacity Building dubbed as  Likhang PWD 2009 on July 17-19, 2009 in Marikina Riverbanks. %  Fun Day ng Batang May  K on July 18 in SM North Skydome. %  M.O.V.E. Run and Sports Fest on July 19 in UP Campus. The event combined the Run for Exercise awareness (MOVE meaning making ourselves vigilant to exercise) of the community and a fundraising activity for PWDs called the Philippine Academy of Rehabilitation Medicine Critical Illness Fund. % Mass on July 19 in SM Megamall %  Paligsahan sa Kasaysayan at Kultura para sa May  K for high school students with disabilities on July 20 in National Historical Institute, Manila % FEBC-DZAS s  K pihan sa NCDA on July 20 in NCDA Board Room % M.O.V.E. Run and Sports Fest  Paligsahan sa Kasaysayan at Kultura Para sa May  K % Tree Planting project % Disability and Development Orientation Sensitivity Training and PWD-Handling Seminar on July 21 at the Manila International Airport Authority Audio-Visual Room. % Ceremonial Turn-Over of the Tree Planting Project with the Department of Environment and Natural Resources as lead agency on July 21 at the NCDA Office %  Learning Visit of the Minister for Social Welfare and Special Education and Party of the Government of Pakistan on July 21 at the NCDA Board Room. % Medical Mission dubbed as  Tulong Medikal para sa may Kapansanan on July 22 in the Barangay Holy Spirit. More than one thousand five hundred (1,500) patients with disabilities and their parents from 25 barangays in Quezon City availed of medical, dental, hearing test/screening, bone scanning and eye check-up during the Medical Mission. The DOH Center for Health and Development, Philippine Children Medical Center, Better Hearing Philippines, Philippine Academy of Opthalmology and Institute of Wellness provided free medical and dental consultations. % Exhibit to Pay Tribute to Revolutionary Heroes with Disabilities on July 22 at the AFP Museum, Camp Aguinaldo % Jobs Fair and Skills Demo on July 23 at the SM North EDSA Annex Cyberzone area. There was a strong Media support for the NDPR Week Celebration thru press releases in major dailies to networks , U Tube and several radio broadcasts. DZMM, DZAR, DWDD, GMA 7 and DZAS. It was the first time that GMA 7 distributed wheelchairs in line with NDPR Week. % Production of digital video in CD format of the story of accessible ICT for Persons with Disabilities in the Philippines titled From Why to How Through ICT under the sponsorship of the Asia-Pacific Center on Disability and Development (APCD), in collaboration with the Resources for the Blind, Inc. and Manila Christian Computer Institute for the Deaf. The video was acclaimed by the International Telecommunications Union (ITU), a UN agency based in Bangkok, Thailand, as the best ever produced DVD on ICT program for PWDs as announced during the ITU-sponsored  Asia-Pacific Regional Forum on Mainstreaming ICT Accessibility for Persons with Disabilities held in Bangkok, Thailand on August 25-27, 2009. % Forging of an advocacy partnership with the TV program  Bitag of Mr. Ben Tulfo, and provision of technical assistance on rights violation cases involving PWDs initially one in Pampanga and one in Pasig City Jail. % Production and distribution of the following information materials which enhanced the knowledge and awareness of various stakeholders: % Handbook on RA No. 9442 amending RA No. 7277, otherwise known as the Magna Carta for Disabled Persons % Pamphlet/brochure on  Communicating Disability (English and Tagalog versions), an information material on acceptable terminologies/works and no longer acceptable terminologies for PWDs; % Common Summer Illnesses that May Lead to Disability % Protocols and Guidelines in  Communicating Disability % Walk Through a  Non-Handicapping Environment % NCDA Info Bulletin 2nd Quarter Issue % UN Convention on the Rights of PWDs booklets to SPED Centers nationwide %  Guide Manual on Compensable Disabilities - a compendium of the needs/requirements to guide and provide correct information to persons with disabilities and the general public in claiming benefits; % Brochure on 10 Ways to be an Effective Self-Advocate % Directory of Employed Persons with Disabilities % Actively engaging with tri-media on the rights of PWDs, i.e. KBP, DZAS, major dailies and TV to have a nationwide publicity on NDPR Week News in Manila Bulletin, Phil. (A Forum on the Rights of Women with Disabilities) % Women with Disabilities Day on March 26,2009 % 6th Cerebral Palsy Awareness and Protection Week on September 14-21, 2009 in Mandaluyong City (host of the celebration) which aimed to bring down disability issues and concerns at the local level where programs and services can be found and accessed. The Week was highlighted by a Photo Exhibit on UN-CRPD, Bazaar of products of PWDs and Mga Kababaihang Mandaluyong City, Medical Mission and Assistive Device Clinic, Boccia and Classification Games, and Tree Planting and Lectures on Disability in Montalban. % White Cane Safety Day on August 1, 2009 in SM Cyberzone North EDSA. The Parent Advocates for Visually-Impaired Children chaired the Working Committee on the celebration. The DOTC raffled twenty -five(25) white canes, seventy-five (75) talking watches and freebies during the whole day event. Ten (10) visually-impaired persons with outstanding achievements were honored for showing exemplary ability and character to develop their potentials which they used in the service of the PWD Sector, community and the rest of the society. They were also given cash incentives. % Deaf Awareness Week on November 10-16, 2009 which was highlighted by a Film Showing on  Dinig Sana Kita , a multi-awarded international film featuring a talented dancer deaf person. % Representation of the Philippine Government in the following international meetings/ conferences/ seminars to present/advocate the different concerns of the PWD Sector: % International Conference Workability Asia at Shangri-la Hotel last April 22, 2009 and gave a local situationer on the right to work of Filipinos with disabilities, urging 150 local/foreign delegates to craft urgent stimulus efforts to make the employable PWDs active part of the countrys workforce. 鶹ý co-hosted with Tahanang Walang Hagdanan a presscon which generated aired and printed publicity from the active media-panelists interface. % South-to-South High Officials Meeting on Cooperation for Disability and Development sponsored by UN-ESCAP and the Asia-Pacific Development Center on Disability (APCD) on March 4-5, 2009 held in Bangkok, Thailand . The NCDA Executive Director chaired one of the sessions of the said international meeting. % WHO Workshop on Community-Based Rehabilitation on June 24-26, 2009 at the WHO Regional Office, Manila. The workshop, which was participated in by representatives from different countries, resulted to the review of the CBR situation in different countries, discussion of the recommendations of the First Asia-Pacific Congress on CBR and identification of the key issues and challenges in the context of the Region, and strengthen CBR in the Western Pacific. The Executive Director chaired the WHO Workshop. % Disability Inclusive Development: A two-day Capacity Development and Networking Forum on July 28-31, 2009 in Caritas Building, Sydney, Australia. This resulted to the sharing of details of current policies and programs, experiences and learnings. Here, NCDA was able to network with Australian NGOs for the roll-out of the Aus Aid Country Disability Program and for future sponsorship of DPO trainees in Australia in the near future. Director G. Ruiz attended the forum. % 2nd Conference on the UN-Convention on the Rights of Persons with Disabilities in New York on September 1-8, 2009. The theme of the conference was: Legislative Measures to implement the Convention. A summary of proposals was submitted by the International Disability Alliance (IDA) and its CRPD forum. It included (a) a UN fund to support the implementation of the CRPD; (b) the CRPD to be considered s the superseding UN disability-specific instrument; (c) the use of the voluntary fund to finance the participation by delegates from DPOs from the Global South in the important meetings; d) increase the UN budget for the CRPD Committee; e) DESA to ensure that the Inter-Agency Support Group on the CRPD presents to the 65th UNGA the guidelines on the rights of persons with disabilities or the UN country teams, which should be subject to consultation with IDA (CRPD Forum) as representative platform of the international disability movement; and f) the establishment by the 2nd COP of one or more inter-sessional working groups. The Executive Director attended the said international conference. % Expert Group Meeting on Closing the Gap: Strategies to Combat and Monitor Exclusion in Asia on September 28  October 2, 2009 in Bangkok, Thailand . The Executive Director presented a country report on the national/local example to highlight barriers faced by PWDs, focusing on different forms of exclusion that they may encounter . % APEC Digital Opportunity Center (ADOC) Trainers Training for Blind on September 26-October 11, 2009 in Taipei, Taiwan, Republic of China. The training, which was participated in by Deputy Executive Director Mateo A. Lee, Jr., aims to bridge digital divide and general digital opportunities. This led to the launching of the Call Center for Visually Impaired Persons of the Adaptive Technology for Rehabilitation, Integration and Empowerment of the Visually Impaired (ATRIEV) which was attended by Director G. Ruiz and Deputy Executive Director Mateo Lee on October 20, 2009 in ATRIEV, Cubao, Quezon City. The call center was established by Chungwan Telecom, in partnership with ATRIEV and the National Computer Center. % Hosting of foreign visitors from Nippon Foundation (Japan) and Epic Arts Cambodia on October 13, 2009 at the NCDA Board Room. They were led to arts institutions in Metro Manila for possible collaboration/network to promote inclusive arts for PWDs. This is in preparation for the forthcoming inclusive arts festival to be held in Cambodia in 2010 where representatives will be invited as participants. % Advocating the different PWD concerns in the following seminars/symposium/trainings: % Seminar on the UN-CRPD and Lecture on Disability Prevention and Rehabilitation with the officers and staff of the National Police Commission on August 28, 2009 at the NAPOLCOM Office, Makati City where the PWD Enabling Policies, Human Rights- Based Approach , UN CPRD, and Communicating Disability using Appropriate Language were advocated. The participants were also given Disability Sensitivity Training. % Disability Risk Reduction Symposium on October 24, 2009 in SM Event Center, Marikina City. This resulted to awareness of Organizations of Persons with Disabilities, and other Stakeholders on the importance of disaster preparedness using inclusive and accessible information. % Forum between the Local Organization for Persons with Disabilities in San Juan, Batangas on August 5, 2009 which resulted to a commitment from the resort owner to provide accessible facilities. The Engineering Office also committed to implement the Accessibility Law. % DOH-Philippine Eye Summit on October 26-27, 2009 at the Manila Grand Opera Hotel. With the theme: Excellence and Equity: a Right, it was organized by the National Committee on Sight Preservation (NCSP), in cooperation with DOH to put to the fore issues on prevention of blindness, the corrective procedures and the roles that the LGUs, the Philippine Association of Ophthalmologists, PhilHealth and the DOH and the rest of the stakeholders have in these programs and in the integration of persons with vision impairment into mainstream society. % Various trainings, symposia and forums on disability such as the DENR Forum on Disability, Training of Trainors in the Implementation of the Care and Management of Persons with Disabilities (Angeles City), Autism Society Philippines Community Forum (Laguna) and the First General Assembly of the Philippine Federation of the Deaf Youth Sector (Quirino High School, Quezon City). PROVISION OF TECHNICAL ASSISTANCE % Close coordination with the Local Government Units and the Council s member agencies on the implementation of Republic Act No. 9442  An Act Amending RA No. 7277 otherwise known as the Magna Carta for Persons with Disabilities and for Other Purposes granting additional privileges and incentives for persons with disabilities and the Accessibility Law or Batas Pambansa Blg. 344: % Isuance of the Identification Cards for PWDs through the city/municipal mayor or barangay captains of the place where he/she resides. The law grants 20% discount from all establishments like hotels and restaurants, admission fees on theaters, cinema houses, carnivals and other similar places. It also entitles PWDs 20% discount for the purchase of medicines in all drugstores, medical and dental services, transportation fare for domestic air and sea travel, public utility vehicles and educational assistance. A total of two hundred ten (210) LGUs are already issuing the said ID cards with sixty-nine (69) cities and one hundred forty-one (141) municipalities already implementing RA No. 9442. % Issuance of the following Administrative Orders and/or regulations/circulars by the Department of Trade and Industry, Department of Agriculture, Department of Health and Bureau of Internal Revenue: % DTI-DA Joint Administrative Order No. 2 Series of 2008 entitled:  Implementing Rules and Regulations on the Grant of Special Discounts to Persons with Disability on the Purchase of Basic Necessities and Prime Commodities which was published in the Philippine Daily Inquirer on January 19, 2009. % DOH Administrative Order No. 2009-0011 entitled:  Guidelines to Implement the Provisions of RA No. 9442 for the Provision of Medical and Related Discounts and Special Privileges published on May 31, 2009 in the Manila Bulletin and the Philippine Daily Inquirer. % BIR Revenue Regulation No. 1-2009 on the Tax Privileges of Persons with Disabilities and Tax Incentives for Establishments Granting Sales Discount . NCDA issued IDs to five hundred (500) PWDs and disseminated booklets on the purchase of basic necessities and prime commodities as well as the booklet on the 20% discount on medicines to PWDs. % Provision of technical assistance/inputs on the following: % Technical Working Group Meeting of the Senate Committee on Social Justice, Welfare and Rural Development with the Committee on Finance and Local Government on August 13, 2009 in Senate, GSIS Building, Pasay City. S.B. Nos. 2313, 2323, 2355, 2509, 3259 and H.B. No. 1387  An Act Creating with Persons with Disabilities Affairs Office (PDAO) in Every Province, City and Municipality, Amending Section 40 of RA No. 7287 otherwise known as  An Act Providing for the Rehabilitation, Self-Development and Self  Reliance of Disabled Persons and their Integration into the Mainstream of Society and for other Purposes by Senators Pangilinan, Legarda, Gordon, Villar, and Trillanes IV and Rep. Eomualdez, et. al. were discussed. The bill on PDAO will be presented in the 15th Congress with some amendments specifically having an Office in the 1st-3rd class municipalities and designating a Focal Person in the 4th-6th class municipalities instead of having a Departmental committee in the 4th class municipality. % Video documentation of  Non-Handicapping Project of the Bangkok-based Asia Pacific Resource Center on Disability (APCD) Mission, citing the Philippines NHE as among UN-ESCAP-APCD s best practices on disability in the Asia-Pacific Region, alongside Accessible ICT. % Guidelines for the Issuance of Identification Card for Persons with Disabilities % Guidelines for the Website DOH for Establishment of the Disability Integrated Data System; % Crafting the amendment of the IRR of the Accessibility Law; % Crafting and review of the Sub-Committee on Education s  Guidelines in the Admission Post-Secondary Education of Students with Disabilities . To be endorsed by CHED,  PWD-friendly facilities of colleges, universities and vocational technology schools for students with disabilities. % Conduct of the  Development of Good Psycho-Social Make-Up of PWDs through Sports specifically on the (1) training and competition of the Ten Pin Bowling for Persons with Vision and Mobility Impairment at the Philippine Bowling Center during the 31st NDPR Week and the (2) training of the Chess Team with vision and mobility impairment in coordination with the MERALCO Chess Club. The training and participations in the local and international tournaments resulted to a pool of athletes with disability with good performance in chess competition during the 5th ASEAN Para Games in Kuala Lumpur, Malaysia last August 2009. The team garnered seven (7) gold, two (2) silver and one (1) bronze medals. % Training of Trainers on Disability Classification/Categories based on DOH nine (9) types of disabilities in New Lucena, Iloilo City on June 29-July 2, 2009. % Training on Digital Accessible Information System (DAISY) which was participated in by employees with visual impairment of the Philippine Printing House of the Blind and the Department of Education. % Preparation of the Standard Disability Classification based on International Classification of Functional Disability and Health and to the disability categories enumerated in RA No. 7277 on October 23, 2009 at the DOH, Manila which resulted to the creation of technical working group to develop a Manual of the Standard Disability Classification. % Meetings/undertakings of the NCDA Sub-Committees on Education, Information and Communications Technology and the International Disability Network in performing their respective concerns as provided for in EO No. 709. % Preparatory activities to commemorate the International Days of Persons with Disabilities from December 3 to 9, 2009 to be led by the NCDA Sub-Committee on International Disability Network chaired by Hon. Josefina Ingles Estrada, Career Minister of the Department of Foreign Affairs (DFA). Activities lined-up include the (a) NGO Multi-Sectoral Consultation on DOH Program for PWDs; (b) Meeting with the Municipal Health Officer and Local Officials of Opol, Misamis Oriental on Disability Classification, (c) Disability Equality Training Seminar in Opol, (d) Peer Counseling, and (e) NHE Stakeholders Forum on Accessibility. % Scoping Mission of the Australian Agency for International Development (AusAid) on Development for All Strategies from November 11 to December 1, 2009 at the Australian Embassy, Makati City and NCDA Board Room. This is a result of NDS where AusAid expressed interest to tackle the issue on  Inclusive Education . The participants discussed the  Disability in the Philippines: A Situational Analysis . % CBR Training and Development Committee in the coordination/preparation of the Development of CBR Training Designs, CBR Pre-Congress in Luzon, Visayas and Mindanao and the launching of the Philippine CBR Manual: An Inclusive Development Strategy. % National Statistics Office s  Disability Measurement and Statistics on August 12, 2009 in NSO Office where the interview techniques for PWDs was discussed, among others. % Youth Exchange Study (YES) and Selection/Screening of Third Year High School Students with Disabilities for scholarship under the AFS Partners for Learning YES Program conducted by representatives of the American Field Services (AFS) Intercultural Programs Philippines on September 9, 2009 at the NCDA Office. A total of 13 students with disabilities from Caloocan High School, Manila High School, and Philippine National School for the Blind participated. % APEC Digital Opportunity Council (ADOC) and CICT-NCC for IT Training of Persons with Disabilities. PWDs are able to enjoy training overseas on IT upon the NCDA recommendation. The so-called  digital divide between the abled-bodied persons and PWDs are slowly lessened. % Disability Sensitivity Training with MIAA frontliners and officials and Terminals 1-3 managers and officers as the initial activity to the MIAA-wide orientation/training and PWD handling and Dialogue with airline operators through the Civil Aeronautics Board to address discriminatory treatment of passengers with disabilities. % Disability Sensitivity Trainings to Cebu Pacific airport personnel, outstation managers and officers, supervisors and loaders numbering to about ninety-five held on October 19, 2009 in Cebu Pacific Training Room, Pasay City. It was found out that while the airline has a wheelchair brigade stationed in terminals, there is no trained personnel/flight attendants inside the airplane and during flight who can handle passengers with disabilities. The participants were technically trained to handle wheelchair transfers and to always remember that passengers with disabilities should be treated as human beings with care. % Training of Trainors on PWD Registration Profiling Phase of the NCDA-JICANon- Handicapping Environment Project in two (2) pioneering municipalities: New Lucena, Iloilo on June 29-July 2, 2009 and Opol, Misamis Oriental on August 4-7, 2009 to improve PWD Registration and acquire better results on statistics of all types of disabilities. Access Audit Trainings were also conducted in the said municipalities on August 26-28, 2009 and October 7-9, 2009 to increase understanding and heighten awareness on the Accessibility Law. % Skills Training on Soap Making in Cagayan Valley on September 30-October 1, 2009 which was participated in by women with disabilities and focal persons for PWDs from the provinces of Nueva Viscaya, Isabela, Quirino, Cagayan and Tuguegarao City. As a result of the training, women with disabilities of Cagayan and other provinces of Region II are now earning additional income through soap making. % Mid Year and Christmas Bangketa Sales of the Ortigas & Company Ltd. Partnership at Greenhills Shopping Center where entrepreneurs with disabilities were given the opportunity to exhibit/sale their products and promote their services. % Orientation on Disability of GO educators in State/Private Colleges and Universities of Regions I and II. St. Paul University of Tuguegarao City is now accepting students with disabilities pursuing tertiary education. It has capacitated their staff in the management of students with disabilities and designated a focal person in-charge of the PWD Sector. % Capability Building Workshops on Accessibility on Built Environment to enhance awareness and appreciation of RCDA NCR to better respond to the needs of PWDs for accessible environment. The Mandaluyong City Government hosted the first workshop on May 17, 2009. % Employers Forum on June 16, 2009 at the Philippine Trade Training Center to engage employers/ PWDs and partners in GOs/NGOs to tackle incentives/benefits and challenges of hiring PWDs, including best practices from the employers and PWD employees point of view. The DTI through Asst. Sec. Ma. Lourdes Baua took the lead in this activity. % Philippine Community-Based Rehabilitation Congress on August 25-27, 2009 in Manila Pavillion Hotel, Manila which was highlighted by the launching and distribution of copies of the CBR Manual for advocacy, recognition of LGUs for best practices of CBR, and consolidation of the issues from the CBR Pre-Congress. % Preparatory activities for the country s participation in the 8th International Abilympics (Skills Olympics of Persons with Disabilities) to be held in Seoul, Korea in 2011, in close coordination with the lead agency, Abilympics Philippines, Inc. % Training of Trainors for Disability Equality Training for Leaders with Disabilities on September 7-14, 2009 in Ciudad Fernandina, Quezon City and  Disability Equality Training for NCDA, its Line Agencies and other Stakeholders on September 15, 2009 at the NORFIL Training Center. The trainings enhanced the understanding of Social Model of Disability viewing  disability as oppression, discrimination, social exclusion and the restriction of participation not mere functional limitation of individuals nor difficulty, inability of performance, and promoted individual organizations commitment and responsibility for the NHE Project based on the Social Mobility of Disability. % Generation of Red Fox Animation Studio s commitment to hire qualified animators with disabilities on a long-term basis, for its ongoing film production for a Singaporean client, setting screening standards to ensure employment of technically qualified PWDs with positive work values. MONITORING AND EVALUATION % Conduct of Access Audits in Metro Manila specifically on Pure Gold, Caloocan City Hall, KFC, Orient Pearl Seafood and Restaurant, Jollibee, Tropical Hut, Chowking, McDonald, Jackman Plaza Emporium in Caloocan City and Metropolitan Museum Building with DPWH Officials on June 18, 2009 and August 18, 2009. These resulted to the assurance of the Management of the said establishments/museum to comply with the Accessibility Law. The access audits also heightened awareness on the need for accessible facilities/features and compliance with the Accessibility Law not only for PWDs but also for the elderly students, children and pregnant women. % Monitoring the following in different regions: % Issuance of PWD-ID Cards in different cities and municipalities in Cluster 1 (CAR, Region I, II and III) % Implementation of the Accessibility Law in the following regions: % CARAGA Region  Northeastern Mindanao DOST Caraga institutionalizationed the handling of passengers with disabilities with the assistance of Butuan Association of Differently-Abed Persons, Inc. (BADAP); Butuan Bus Terminal plying from Butuan to Davao City, Cagayan de Oro City and Surigao City was renovated installing accessible loading and unloading flat forms. However, comfort rooms are still inaccessible. BADAP, Inc. is assigned to monitor the same. Accessibility Monitoring Teams were organized in Surigao City, Bislig City and Butuan City. Priority structures are public elementary schools and Rural Health Centers. Monitoring of government regional offices is also one of the priorities of the Accessibility Monitoring Teams due to the construction/renovation of regional offices of NGAs going on. % Region XII  Central Mindanao Organization of Accessibility Monitoring Team in Koronadal City. DPWH Region XII will train the members of the Accessibility Monitoring Team on access audit to equip them the technical know-how. Koronadal City is the regional seat of Region XII. All regional offices of National Agencies will be situated in the City. Building of Regional offices is going on. Access Monitoring Teams (AMTs) shall closely coordinate with all entities to ensure that accessibility features are incorporated in their respective buildings. The Koronadal Association of PWDs will be in the forefront of monitoring of the same. Bus Terminals in Koronadal City and General Santos City are not accessible. The monitoring of the implementation of these bus terminals will be one of the priorities of the Accessibility Monitoring Teams of the Region. Two (2) bus lines, Husky Bus Line and Holiday Bus company plying from General Santos City to South Cotabato up to North Cotabato including Cotabato City are giving 50% discount to passengers with disability. The Regional Monitoring Team (RMT) formulated an action plan for 2010. The direction of the plan is towards monitoring and evaluation of public elementary schools and Rural Health Centers. % Provision of assistance to typhoon Ondoy and Pepeng victims with disabilities in Tahanang Walang Hagdanan and different organizations of PWDs in Rizal, Laguna and Cavite. Through the NCDA s coordination with the Association of Aid and Relief  Japan (AAR- Japan), TWH was given 3-inch mattress for PWDs @ P2,000 or $8,700, bags of goodies, another $8,000 for their machines, another 100 pcs of mattresses. % Monitoring Cebu Pacific Airways Handling of Passengers with Disabilities through meeting with official of the airline and City of Manila Councilor Bernardito Ang on October 7 and 9, 2009 in Greenhills and Makati City to discuss how the airline should handle passengers with disabilities. The training aims to equip NCDA staff on Project Management Skills that would lead to a more efficient and effective project planning and execution. % Training of Administrators, Authors and Editors of the new NCDA Website on September 16, 2009 which was conducted by the Manila Christian Computer Center for the Deaf to equip the Council s staff on the basics of website administration. % Orientation Seminar on Independent Living sponsored by JICA on November 13, 2009 at the NORFIL Training Center, Quezon City. The seminar increased knowledge and awareness on Independent Living philosophy and services for PWDs. % DTI-PTTC s  Free Livelihood/Skills Training Seminar , a free livelihood seminar held on June 27, 2009 where 18 aspiring entrepreneurs with disabilities and some NCDA staff availed of the training on web creation, event organizing, franchising and other livelihood opportunities. As DTI s contribution to the NDPR Week, express lanes were provided for PWDs and Senior Citizens % Implementation of the Moral Renewal Action Plan/Integrity Development Action Plan in coordination with the Presidential Anti-Graft Commission, pursuant to AO No. 255  Directing the Heads of the Executive Department to Lead Moral Renewal in their Agencies % Provision of necessary data/information on disability to researches on their studies relative to disability-related matters. % Provision of assistance to PWDs in Tahanang Walang Hagdanan being victims of Typhoon Ondoy. Through the NCDA s  Quick Response Assistance to TWH , goods like food, toothbrush, candles, toothpaste, face towels and soaps were provided to 100 persons (wheelchair users). The NCDA continues to function as the national focal agency to formulate policies, coordinate and monitor all disability-related matters pursuant to Executive Order No. 709 of President Gloria Macapagal-Arroyo. Among the Council s major accomplishments include the formulation of the  National Human Rights Action Plan on the UN Convention on the Rights of Persons with Disabilities , in coordination with the Presidential Human Rights Commission. NCDA also conducted the  1st National Disability Summit , a milestone activity that brought together government agencies or the  duty-bearers and persons with disabilities or the  claimholders who form the broad spectrum of the society to raise their level of awareness on disability, among its objectives. We have also closely coordinated with different member/cooperating agencies for the implementation of local laws affecting the Sector of Persons with Disabilities and have been working hard to enhance our information campaign to change the societal attitudes towards persons with disabilities from  beyond the normal perception as human beings .
